The
project foresees the constitution of an operational Committee,
formed by the Scientific Coordinator of the project and by the
Scientific Responsibles of the different operational unities.
Initially, the attainment of the objectives will involve a
cognitive investigation aimed at verifying the existence of an
informative system able to monitor the waiting lists and
subsequently, whereas present, the analysis of its efficiency.
On the base of the results drawn, it will be created an
appropriate informative system model in order to support the
regional decision maker.
At
the same time, particular tools will be experimented in order
to increase the clinical appropriateness of the performances
through the sharing and the adoption of diagnostic therapeutic
guidelines and/or protocols achieved in accordance to valid
and collective methodological runs. Besides, as the role plaid
by general medicine in the government of healthcare demand has
been generally accepted, the budget institute will be studied
as a tool usable to actively involve these professionals in
the management of the access to the healthcare performances.
From
the point of view of the offer it will be necessary to
identify the intervention priority areas
in which to experiment the reorganization of the
structural, human and technological resources, thus maximizing
its use.
Another
experimental area of the research project will focus the
attention on the definition of the clinical priorities in the
management of the waiting lists, by combining the performances
into homogeneous waiting groups on the basis of the gravity of
the patient, with the purpose not to jeopardize his prognosis.
The
identification of a minimum set of indicators will allow to
certify the effectiveness of the interventions undertaken, by
monitoring the waiting times both at a macro level (Regions)
and at a micro level (Local Health Units and Hospitals).
Finally,
through ad hoc investigations, we will try to evaluate the
elements that more than others engrave on the satisfaction of
the citizen and therefore on the perception of the quality of
the national Healthcare Service. |
