The project has been introduced by the Puglia Region and has been coordinated by ISBEM. Its objective is to create a common informative system among the oncological radiotherapy structures of the southern part of Puglia, so as to favour the birth of cooperation environments in support of the care continuity and of a management policy centred on the consumers, also contemplating the reduction of the passive mobility.

Such informative system will have a common database of patients, it will facilitate the access to the radiotherapeutic performances, it will reduce the waiting lists through the optimal use of the resources available in the area, it will monitor the demand of the performances and the level of satisfaction, it will give life to an integrated system of definition, evaluation and validation of the quality of the therapeutic runs and of the radiotherapeutic treatments technique.

The Oncological Radiotherapy - defined as “High Specialty” by the Ministerial Decree, 29th January  1992 - records a huge disproportion in the distribution on the national territory.

In the Ionico-Salentino area, on a basin of about 2.000.000 inhabitants comprising the provinces of Brindisi, Lecce and Taranto, there are four centres of oncological radiotherapy that are not yet completed.

The acquisition of highly technological systems in the field of Oncological Radiotherapy is still taking place (linear accelerators, simulators, computerized calculation systems).

This process offers the opportunity - given the actual state of work progress - to face communication problems among the healthcare structures and, therefore, between these and the territory.

 

The purpose is that to optimise the access and the use of the resources available, insufficient to satisfy the potential demand.

Furthermore, its purpose is to meet the criteria of the performance supply in the radiotherapy centres included in the indications of the ESTRO (European Society of Oncological Radiotherapy).

In particular, the project intends to achieve the following objective:

To implement a common informative system among the Oncological Radiotherapy structures of the southern part of Puglia so as:

  • To favour the birth of intelligent cooperation environments in support of the care continuity and of a management policy centred on the customers;

  • To reduce the passive mobility linked to the oncological therapeutic runs.

Such informative system:

  • will allow the sharing and the transfer of images and of administrative, managerial and clinical data;

  • will allow to share information among the different centres and between these and the territory;

  • it will have a common data base of patients;

  • it will facilitate the access to the radiotherapic performances;

  • it will reduce the waiting lists through the optimal use of the resources available in the area;

  • it will monitor the performance demand and the level of satisfaction;

  • it will create an integrated system of definition, evaluation and validation of the quality of the therapeutic runs and of the radiotherapic treatments’ technique.

The system foresees the creation of a INTRANET net among the radiotherapy structures involved in the experimentation.

The SIROIS project is inspired to the principles of:

  • exportability, modular transferability, applicative generality to facilitate its adoption in various contexts;
  • standardization, sharing and diffusion of diagnostic-therapeutic protocols;
  • managerial and epidemiological programmatic utility for the informative contents of the common data bank;
  • computer safety with the purpose to guarantee the privacy and the correct management of the data of the Operative Units through an innovative analysis of the data (Neural Networks).

Optimisation of the technological resources and Amelioration of the service thanks to the presence of:

  • Informative System among the Operative Units, improves Communication;
  • Oncological database and shared therapeutic Protocols, Evidence Based Medicine and Professional Updating Programmes;
  • System of tele-consulting and oncological case history, Continuous Amelioration of the Quality of the Available Performances;
  • Single Data Book for the booking of medical visits: Facilitation of the Accesses, Reduction of the Extra-Regional Mobility.
