The
DITA is a strategic project of finalized research, predisposed
by the Puglia Region, with the support of ISBEM as an
operating unit. It has been introduced within the special
programmes former art. 12, paragraph 2, Legislative Decree
502/92 of the Health Ministry. |

The
purpose is that to implement - in the Inter-company context of
a local health unit and of an hospital of the Puglia Region -
the process of transfer, diffusion and validation of the
SPERIGEST system, and to design, to institute and to
experiment an Inter-company Technological Assistance
Department (DITA), by validating its processes and activities. |

The
objective of the Puglia Region in the new Functional Economic
Model is the progressive constitution of a network
organization of the healthcare assistance, intended as organic
and unitary, and tending towards increasing levels of
integration and of functional complementariness. Thus, the
Region is carrying out a functional re-aggregation policy,
aiming at designing, developing and experimenting
Inter-company Departments, on a provincial base, so as to
favour the contraction of the structural diseconomies. The
verification of feasibility in a cross-sectional field can
represent a valid instrument in order to support the expansion
to the other Health Units of the Puglia Region.

The
National Sanitary Plan 1998-2000 - in its Chapter on "
Research, experimentation and development " lists the
priority fields on which to invest, with particular reference
to the following areas of development:
- analysis
and assessment of the information needs of customers and
of effective communication models;
- analysis
and economic evaluation of the healthcare interventions;
- study
and experimentation of clinical and organizational
guidelines and relative impact assessment;
- economic
analysis of the productive fields operating within the
healthcare system;
- evaluation
of the economic and organizational impact of
healthcare technologies;
- development
and experimentation of new organizational and managerial
models.
The
present proposal touches the six areas above mentioned because
the constitution of an Inter-company Technological Assistance
Department (DITA), between the Local Health Unit BR.1 and the
Hospital Di Summa, together with the introduction of the
SPERIGEST model in the management of the Cardiological
Assistance, constitute an Organizational tool, wanted by the
Puglia Region, and oriented towards the " progressive
arrangement of the missions of the
Hospitals
and of the Local Health Units according to principles of
integration and complementariness ".
The DITA project will use the SPERIGEST
modules already present, or transferred as a consequence of
this project. This will allow to recreate the actual
cost-patient for each hospitalisation and/or for each
healthcare performance, starting from the data of the cost
centres, from the activities of the Functional “Isles” and
from the computerised clinical file, in order to compare it to
the remuneration system for each DRG and/or with the regional
rating system of the ambulatory performances. This will allow
to characterize the assistance demand for the evaluation of
the indices of standard functionality of both structures and
equipment, in order to identify and to monitor the specific
DRG and in order to devise performance indicators.

SPERIGEST MODULES AND TO IMPLEMENT AT LEAST IN ONE SITE
OTHER FUNCTIONAL “ISLES”, SUCH AS THE UNIT MANAGEMENT,
THE COMPUTERIZED CLINICAL FILE, HEMODYNAMICS;

TO
DESIGN AN INTER-COMPANY TECHNOLOGICAL ASSISTANCE
DEPARTMENT (DITA) AS THE INSTRUMENT THAT, FROM AN
ORGANIZATIONAL POINT OF VIEW, ENABLES TO GOVERN THE
INTER-COMPANY PROBLEMS INCLUDING SITUATIONS OF DIVERSITY,
UNCERTAINTY AND/OR CONFLICT, IN A PRE-ARRANGED WAY, AND
THE INTER-COMPANY DIFFUSION OF THE TECHNOLOGIES;

TO
CONTROL THE CARRYING OUT OF THE PROJECT; IN PARTICULAR, TO
VERIFY THE PROCEEDING OF THE INTER-COMPANY TECHNOLOGICAL
ASSISTANCE DEPARTMENT (DITA), TO REVIEW THE PRODUCED
DOCUMENTATION AND
THE METHODOLOGY DOCUMENT FOR THE INTER-COMPANY
PROCESSES GOVERNMENT.
